The license keys are based on the eDirectory tree name (not O=), so it must be correct.

Forest Root Name:*

The license keys are based on the distinguished name of the forest root domain in Active Directory.

To determine the forest name run the following command in a PowerShell session on a domain-joined computer:

Activation codes may be obtained from the Micro Focus Software, Licenses, and Downloads (SLD) website. If an appropriate activation code is not available to you in the SLD site, please send an email to entitlements@microfocus.com.
